These downloads are now available.
You can get the signature for the Windows installer from
   http://gnunet.org/download/win32/Setup-0.8.0.exe.asc

Important notes:

   * Remove any(!) previous version of GNUnet including its config
files and database from your computer before installing GNUnet 0.8.0.
   * Writable paths like /etc and /var used to be located underneath
the GNUnet home directory (typically C:\Program Files\GNU\GNUnet).
For compatibility with Vista, GNUnet now uses the system setting
CSIDL_COMMON_APPDATA. It defaults to "C:\Documents and
Settings\All Users\Application Data" on XP and "C:\ProgramData" on
Vista. Thus, "/etc/gnunetd.conf" now resides in
     "C:\ProgramData\GNU\GNUnet\etc\".
   * In gnunet-qt, directories now have to be downloaded first in order
to be expanded. This is hopefully just a temporary solution.

As usual, feedback is highly appreciated.
