Well, I'm sorry to say this is a known issue (aka bug), which I've so
far been unable to diagnose. It has occurred at random for a while and
more recently started to happen frequently, but we still don't have a
nice and controlled way to reproduce this one locally.
What we do know is that it seems to be largely harmless in "normal"
operation --- your peer fails to connect to some other peer(s), but as
far as we know it still always connects to plenty of other peers.
What we also know is that this entire code will change radically
sometime in 0.9.5 or 0.9.6 (as we plan to move from RSA to STS-DH with
ECC for signatures).
Given that it is "mostly harmless" and scheduled for "complete
replacement", it is also not clear how much energy we should spent on
fixing this one at this time.

My configuration is the default configuration (an empty file
/etc/gnunet.conf).
Gnunet-gtk isn't installed.
The output of 'gnunet-core' command seems correct, i have some Peer
with hash.
The output of 'gnunet-arm -I' command seems correct.
The output of 'gnunet-rsa -c /etc/gnunet.conf -p
/home/gnunet/.gnunet/.hostkey' seems correct.
