This may be a bug.
I do not know what you mean by "provides=...".
Did you try to

$ ./configure --with-gnunet=$GNUNET_PREFIX

where GNUNET_PREFIX points to your gnunet installation (i.e. what you used as 
--prefix when compiling gnunet)?
