I am not so sure that freenet is any different from peer or TOR networks. It is 
said to validate identities, but that move is contrary to the goals of privacy. 
However, TOR networks consist of TOR connection hosts as well. A host would 
need to be trust-worthy, but no one can be sure of the host. How can we prove 
that these hosts are to be trusted? Same can be said for GNUnet, but like 
freenet, it's a work in progress, only that GNUnet got alpha releases. Freenet 
should not just consider GNUnet as absolutely surveillance. Remember that 
partial conditions exist.
