No, image scaling isn't supported in the xgps backend, although it
should work fine in the xdps backend.

The xgps backend was really supposed to offer just simple graphics
capability - nothing near what is needed by a drawing program. Perhaps
it would be useful at this point, instead of trying to improve xgps
more, to look for another library which offers the graphic capabilities
we need.
