Unable to build on MacOS X Server

I downloaded the core and tried to compile it on MacOS X Server - so  
I read the install instructions and went off to get libtiff - which  
I managed to get built into a static library libtiff.a in  
/usr/local/lib - then reran the configure script - but try as I might  
I cannot get the configure script to acknowledge the presence of  
libtiff.

I only want to use GSWeb so why should I have to build the gui to  
get the base package to support GSWeb and gsdb?
