Well, you have to install GNUstep first (www.gnustep.org).
Note however:
The GNUstep X11 backend might not compile on Cygwin since Cygwin doesn't properly support shared memory.
The GNUstep Windows backend should work, but it's still a little sketchy and you would definitely want to work with the latest sources from CVS>
