That provided the answer!
Even though*everything* I looked at said sdb was the second drive, it
wasn't.

The BIOS had sdb as the 3rd SATA drive! Changing the boot order in BIOS
took care of the problem.

Good - just bear in mind that things may break again when a kernel update comes along in Mageia, as the menu.lst will be re-written according to what grub guesses is the correct drive assignment.
