Fixed it with:
ln -s /boot/grub/grub.cfg /boot/grub2/grub.cfg

Don't know why I had to do that. It's a shame grub doesn't show where
it is reading it's grub.cfg from

Were you using openSUSE or some other distro that offers both Grub Legacy and Grub2? By default on openSUSE 12.2, both /boot/grub and /boot/grub2 exist, because regardless which is actually installed, YaST has to be competent to manage both. That could be a big obstacle if the files of both were intermingled in /boot/grub.

OpenSUSE did the same thing when KDE3 and KDE4 were both offered at the same time. It kept KDE3's settings in ~/.kde, and put KDE4 settings in ~/.kde4, and still does, since it still provides support for using KDE3.
