Another option is that if you users don't see the menu, they won't mess with it. I vaguely remember that there used to be an option you could set in /etc/default/grub to cause the display of the menu to be skipped unless you kept the shift key (?) pressed after you powered on the machine. Not sure if things still works that way but the OP could do a search for something like 'grub2 hide menu'.
