Well, yes. I've set up GRUB on a Mac to dual-boot between OS X and Linux.
It works a bit differently though from a PC, as Macs use UEFI. I need more
info as to what you want to do before I can give better advice.

You don't need GCC and binutils to install GRUB. Do you want to compile
GRUB (I.e build your own binary)? If so that's a different can of worms
entirely.
