Sorry, I assumed you were booted into the "correct" system. When I said "ubuntu" I meant boot menu entry displayed by efibootmgr - there is only one titled "ubuntu" there. Output of efibootmgr shows two hard disks - one contains Windows and something titled "ubuntu", another contains "arch_grub" and "grub_uefi". The behavior you describe agrees with efibootmgr output and GRUB CLI should come from "arch_grub". I assumed "ubuntu" would be the right choice here because I find it very strange to have Windows installed on external USB stick and you never mentioned it as well.
