You are wrong. normal.mod has nothing to do with BIOS/legacy or EFI. You may be misled by the fact that normal.mod (and many other modules) is embedded in the signed GRUB core image provided by some distributions for secure boot.
Care to explain? None of my uefi distros is on secure boot, including those that allow for shim. None will obey 'normal' command. All my bios-legacy distros, on the other hand will.
