The grub-devel mailinglist is where pretty much all development takes place. Bugs are more likely to get noticed if sent there. If you would like to help the GRUB project, I would suggest looking at bugs in the bug tracker and finding one that you can fix and send a patch to the mailinglist (always use git "send-email"). An easy place to start might be by finding a bug that already has a patch attached and sending that to the mailinglist (in this case please send such that the original author of the patch is preserved).
