Oh, it's on top of the list?
So... do you actually see an attempt to PXE-boot?
Like... the PXE "option ROM" (UEFI PXE driver) sending DHCP requests, 
probably failing to get a response / not happy that there's no 
"next-server" attribute, finally failing over to the next boot device 
in a row, which would be your on-disk EFI partition...

Or, is there no PXE-boot attempt at all?

That might explain something :-)

Have you tried updating the "BIOS"?

Then again, the UEFI PXE boot seems less chatty compared to what the 
legacy BIOS PXE boot used to be...
