Thanks to all for their help. Looks like my best bet is to download gsl from the GNU site and build with cygwin so everything gets allocated in the right spot. Maybe then I can ask some real gsl questions.

Hello, The gnuwin32 people aren't associated with the GNU project or GSL. If you have problems with their files you need to contact them about it. I have asked them to make this clearer on their website.
