Does the cygwin version of GSL work easily with Visual Studio? Thats what I was talking about by a "windows" port - one that can just be downloaded an used without any hassle with visual studio. The link I gave provides a folder with .lib files and another folder with .h files - exactly what a visual studio guy would want!
