[Help-gsl] Work in Progress - GSL for Windows

I already maintain a full port of GSL for Windows using Visual Studio 2010 at: 

 http://gladman.me.uk/computing/gnu_scientific_library.php
This provides both static and DLL libraries on both 32 and 64 bit Windows systems.
