I think you are missing a "." (dot, point) after "--upgrade": It takes
a parameter for the packages to be updated, and "." stands for all
packages. So

guix package --upgrade . --do-not-upgrade autorandr img2pdf pdvarranger

should work.

Alternatively, when "--upgrade" is the last parameter, the "." is
implicit. So

guix package --do-not-upgrade autorandr img2pdf pdvarranger --upgrade

should also work.
