Yes. I can confirm that using the unprivileged guix-daemon with 
07ba811e8969f7207a072266073b15bc8e356675 makes NetworkManager plugins unusable.

I was using an OpenVPN connection through NetworkManager today without any 
issues. Then I switched my Guix System to the unprivileged guix-daemon after 
reading your email.

After doing this, I could no longer establish an OpenVPN connection through 
NetworkManager. Instead, I just receive this error:

Error: failed to load VPN plugin: unknown VPN plugin 
"org.freedesktop.NetworkManager.openvpn".
----------------------------------------------------------------------------------------------

I then switched my machine back to the privileged guix-daemon, and I was once 
again able to create an OpenVPN connection through NetworkManager without any 
issues.

The `guix describe` and `guix system describe` commands both show that my 
machine is on Guix commit 07ba811e8969f7207a072266073b15bc8e356675.

It would appear that there has been a regression. :(
