As far as I know there is no much technical design information. The best
sources seem to be Hurd reference manual, article "Towards a New Strategy of
OS Design" (found at
http://www.gnu.org/software/hurd/learning-more-about-hurd.html).
Translators are explained at
http://www.debian.org/ports/hurd/hurd-doc-translator. Some information can
be found at mailing lists. I have selected some of it at
http://debian.fmi.uni-sofia.bg/~ogi/hurd/ In this page I have tried to add
all the sources of information about HURD that I know.
I am a Bulgarian and I don't know much about your education system. If it's
