It's called libc0.3-dev on Debian GNU/Hurd (and, btw, it's called
libc6.1-dev for the Debian GNU/Linux alpha port, e.g.)

It does seem to be a real package, but it's packaging is in a state of
mess due to the maintainer being mostly MIA.
