compile local-mig

Now I have my porblem, but here is a new one, in the descrition of hurd 
cross compiling tehy say, that I sometimes need local-mig and tht I can 
build this with : make install-local-mig --prefix=/usr/local,
but there isn't a make command for it.
Need I a special version, I have the actuell CVS-Mig Version
