libtool version in libtans1 is libtool-2.4.2[stable], would it be
possible to use libtool-2.4.2.418[alpha]
to spin off new version of libtasn1.

I believe they were made with the latest released version of libtool. However,
it is pretty simple to fix that in your setup. You simply need to run
libtoolize -fi
in your downloaded tree.
