Problem with GNU make

I have a linux server that is stripped down, and does not have 'make'
pre-installed.  I have tried using GNU make but the 'build.sh.in' gives me
this error:

make-3.79.1]# ./build.sh.in
compiling ar.c...
./build.sh.in: @CC@: command not found

Any help would be great,
