Please follow the directions in the README.W32 to build for native Windows. If you want to build for Cygwin you'll need to contact the Cygwin development team: GNU make does not, I don't believe, compile natively for Cygwin (at any rate, I know Cygwin has their own version of GNU make which is slightly modified from the standard version).
