I also have

.SUFFIXES:
%:: RCS/%,v
%:: RCS/%
%:: s.%
%:: SCCS/s.%

I've created `clean.mk' which basicly does that, all makfiles interrested, instead of mentioning `.SUFFIXES:', they mention `include clean.mk'.

Quick question,
    Is there a reason why you use double colon rules ('cause I didn't) ?

Cheers,
