I think this is a great idea, I only wish I could believe that

Do you assume that every program will successfully start ?
Maybe you can recursivly invoke make with something like this:
# Main makefile
#
%-start:
$(MAKE) -f start.mk $@ || \
$(MAKE) -f cleanup.mk $(patsubst %-start,%-cleanup,$@)
