I would not call the standard per se flawed because POSIX doesn't
say much about variables (macros) except "evaluation when used"
(which of course has still enough potential to confuse the user).
The question here was more specifically
CFLAGS = $(CFLAGS) -O
and why it doesn't work in GNU-make. Is it because of POSIX
(and/or traditional) requirements or maybe just a flaw in the
implementation?
I'd argue that at least POSIX does NOT require implementations
to have such flaw.
