I wonder if part of the confusion here stems from the word "precedence". In English, "to take precedence" does *not* imply an order in time, but rather an order in _priority_. For example, consider the default variable assignment to "CC" versus an assignment to "CC" in the Makefile. The default assignment happens first in time, but the assignment in the Makefile has precedence.
