Dear help-make, I have downloaded make-4.3 release from gnu.org but I couldn't get INSTALL in the source. "If you need to build GNU Make and have no other 'make' program to use, you canuse the shell script 'build.sh' instead. To do this, first run 'configure' asdescribed in INSTALL."
