[Help-smalltalk] disabling builtin packages

I added a configure option to disable any builtin package.  So if for 
some reason your "make" fails at say package OpenGL, you can now 
configure with --disable-opengl.

This will hopefully simplify building from source.  I'll push the 
updated configury that includes the new option shortly.
