    I'm new to Texinfo and want to use it on M$ systems as well. Is there a

Basically, if you just run pdftex on your texinfo file, it should work,
more or less.

The texi2dvi shell script that comes with the Texinfo distribution has a
--pdf option (which boils down to doing the above), but I doubt it will
work on a Windows system.
