The problem is that %Inline.phrase; also contains footnote.
I see. I was confused about the use of string constants as element names.
(Seems an awfully stupid thing to give an error about anyway, but whatever.)
so I can't see which things have been changed in
Texinfo's texinfo.dtd since I forked my own.
Hopefully nothing. Savannah seems to be working ok now. Please do
check vs. your texi2latex dtd and send me a diff, ok?
