According to [1] there should be an /usr/bin/makeinfo in the package texinfo for Ubuntu 8.04. Something seems to have gone awry with i(or after) the install. You might want to try to de-install and re-install the package. Of course there is the possibility that the package is buggy, but that is unlikely, because those file lists are generated automatically.
