Hi -- I believe it should be possible to write Texinfo documents in Chinese. It's true you will not be able to get PDF or DVI output, since there is no support for CJK in texinfo.tex, but that doesn't matter for Octave purposes, which is all online anyway.
There are some useful refinements to Unicode support in the forthcoming release, but I *think* (don't know for sure) it should be possible to do it even with texinfo-4.13. At some point (later) it will be possible to output a LaTeX document from Texinfo source, and then the LaTeX CJK support can be used for DVI|PDF. As for the general process of the translation project, it appears to me it is all laid out for Octave on the web page you cited, http://octave.sourceforge.net/translation.html.
