I am not completely sure of all the details but
@tex
\gdef\baselinefactor{2}%
\letterpaper
@end tex
appears to work to produce double spacing in all following material.
(I also discovered a bug while testing this in that \globaldefs=1
inside @tex leaves the catcode of newline as active, contrary to what
is stated in the manual.)
