Don't bother. I found where to put it: inside the folder where I had the texi files.

And it works perfectly well.

Is there a reason why the texinfo.tex file that's distributed with the emacs code has an issue ?

Most probably because Paul Eggert routinely imports the latest version
from Gnulib.
