[VOTE] proposal to make Joe Ruzzi a committer

[Ian Springer]

Joe is an information engineer here at HP who is working on desperately 
needed documentation for Apollo, Hermes, and Muse. Specifically, for 
each project, he is writing an installation guide, a tutorial, and a 
developer guide. I would like to make him a committer on the projects, 
so that he can check in his documentation updates to SVN.
