I used 7zip (http://www.7-zip.org/download.html) to create a tar on windows (it has a gui) and then gzip ( http://gnuwin32.sourceforge.net/packages/gzip.htm) to make a tar.gz from command line. It worked fine to create a tar.gz and it was accepted by heroku.
