I don't profess to know what the problem is, but I see you ran heroku-0.3. Just as a suggestion you could run the 0.2 version of the heroku gem to see if you get a different result. I believe 0.3 was specifically for windoughs users, and maybe that introduced a bug for other platforms? In my experience, they don't play well with others.
