They haven't announced all those details yet (at least as far as I'm aware). If you listen to this interview: http://podcast.rubyonrails.org/programs/1/episodes/heroku then you might get a better feel for what their plans are.
Whenever they announce the pricing, if you aren't happy with it, then it is very easy to export your app and move it elsewhere.
