So this is really because of two problems: First of all, the version of chronic on gemcutter is nearly 2 years old, and it specifies a runtime dependency on Hoe. Hoe in turn requires gemcutter, which causes this problem. From what I know, the Hoe maintainers are going to fix this from Hoe's side soon.
As for chronic, the version on gems.github.com is 0.3.0 and has been updated recently...I would use that instead.
