Try tagging the latest verison of bundler in your Gemfile. gem 'bundler, '0.9.14'
I was able to get a minimalist Rails app up and running with this version of Bundler. I did see the same error you mentioned with Bundler trying to write its environment.rb during lock on previous versions.
