Just updated to taps 0.3.7 on my Win7 box and seeing the following on
both 1.8.7 and 1.9.1 from http://rubyinstaller.org.

Don't know whether it's a heroku or taps-specific issue yet.  Anyone
else seeing this on Windows or other platforms?
