I'm pretty sure that I've heard previous discussions stating that Heroku runs on the standard US region. This http://groups.google.com/group/heroku/browse_thread/thread/d0bb482f957be125/fd013885f7f4398f?lnk=gst&q=region#fd013885f7f4398f would suggest thats correct too.
