Those are generated for you by Amazon.

Once you have signed up for a (free) Amazon S3 account, this link
should take you to the appropriate page:

http://aws-portal.amazon.com/gp/aws/developer/account/index.html?action=access-key

Click on 'Access Credentials' -- that should scroll you down the page
to the right spot.  From there, you should see a link for 'Create a
new Access Key'.
