Does running 'rake -T' locally list db:migrate as one of the rake tasks? If not, your rails is misconfigured. If so, it sounds to me like you forgot to commit a file or two. 'heroku rake -T' should list db:migrate, amongst others. You shouldn't have to do anything special for rails 3. I would run 'git status' and see which files are uncommitted.
