Yes I can confirm that's exactly what I have in my sources file and I
get the same apt-get update error:

  403  Forbidden [IP: 107.20.154.48 80]

W: Failed to fetch http://toolbelt.herokuapp.com/ubuntu/./Sources.gz
403  Forbidden [IP: 107.20.154.48 80]

The S3 bucket is returning the actual 403: 
http://heroku-toolbelt.s3.amazonaws.com/apt/./Sources.gz
