The issue is that the version of postgresql that is used in the shared databases is 8.2 or something which doesn't have support for different locales. There is an heroku labs features that makes it possible to use 9.1 or something. This version should have support for different locales but according to Heroku staff Swedish (which I need) is not supported at heroku yet.
